Exporting Particle Effects to Morrowind

Sup Evarybady!!!!!

I use 3ds Max 2009 for my mesh creation, and I've never been able to export particle systems from that version of 3ds max.
I remember reading somewhere that it only worked with 3ds Max 4 or something like that...

is that accurate? Or is there something else I can do to make it work? Use Blender or something else?

I do use Nifskope to "copy paste branches" of particle system from other objects that already have them and then I modify them the best way I can, But I would love to be able to create them from scratch and export them.

I remember reading something like that too, and as far as I know Blender 2.49b won't do it either.

I am not certain about the new blender as I have not yet downloaded it to try it.
