External cell editing and mod conflicts

I've dabbled with Oblivion mods, but never really got into the Morrowind CS. Now I've just broken into a small project to make Vivec appear more densely-populated and residential.

My question is this: Every time I visit an exterior cell, the cell name gets an asterisk next to it. Now I know from Oblivion that this asterisk means trouble, as it could overwrite the changes of other mods. Can each external cell only be modified by a single .esp? If I accidentally place a mushroom in Molag Mar and then delete it, could I make someone else's NPC vanish from existence?

Other questions: Is there any way to change the rotation and Z position and coordinates of multiple objects at once?

Can I search or filter through the endless list of static objects in the CS? I miss Oblivion's headings, where tileset objects would be grouped in collapsible menus.
