I downloaded the Game , i played 4 hours and quit without any issues.

When restarting the game Steam started to redownload the game and i am unable to play again untill finished.

After download finished , Steam restart the download again in an infinite loop

Have the DVD pipboy version , i did not install from DVD but through steam

So game in not-playable since i cannot start the game without steam and it also doesn't work through the game's exe , since steams auto starts and "MUST" download the game again before playing

Several people reported the issue on steam and it realy ticked me off , since i've waited 6 months for the game .. please look into this asap
