A Ghoul faction would be cool. But a legitimate army, not just another Underworld or Necropolis.

Reily Rangers help people? I thought they were just mercs, you know mercs. Nothing more nothing less. They geomap the area but where was it said that they help people?

Aye, and they'd have a nice, prosperuous town aswell, which is also not anything like Underworld or Necropolis. They would not be the refuges and underdogs to men, it would almost be the other way around. With almost, I mean they wouldn't shoot humans on sight or anything, they just don't want to be involved with their business, unless it pays well and they are treated with respect. They are also good caravan customers.

Well since the Outcasts are like their West Coast brothers, more than Lyon's BOS, it's likely they're willing to kill those who don't give up the tech they want, no matter who's hands it's in. So no, I don't think the Outcasts are a good group to base a ghoul mercenary group's karma siding on.
