fall crashing - steam issue or game issue?

I downloaded Fallout 3 through Steam last week. When I went into Steam to play today, the launcher appeared. I changed my video resolution settings then hit play. The cursor changed to the thinking circle and then nothing. Now, this has happened on other games via steam so I knew to check the exe file. The game works through the exe file, but not through Steam. Not a huge issue, but I am wondering if this is something with the game or Steam? Steam support pushed me to this site, so hoping to find some help.

Additionally, when the game runs through the exe file, it randomly crashes when I enter houses or certain scenes. <<< This is a bigger problem than the game not launching through Steam.

I went into verify the cache. I restarted my computer/steam and still nothing. I tried deleting the game and re-downloading/installing. Still the same issue.

Before this comes up, all of my drivers are up to date.

Not sure what info I need to put, but:

Windows 7 64 bit
Radeon 5700 series v card
6 gb ram
idk what my processor is. (just had my bro put this together last summer with all new parts, so it is relatively new)
