In my playing last night I noted a bug that was worthy of reporting; I actually fell through the wall geometry in the REPCON Test Facility Basemant (RocketLabBasemant) cell. I was not firing weapons or being thrown from an explosion, though I was running from some Nightkin.
Situation:
I turned around to see how far behind he was while I was running forward - where I reached a corner that had a yellow Utility Light in the corner. My player moved past this, through the wall (I wasn't looking at the wall, I was looking at the nightkin while moving backwards) and fell right off. The usual behavior then, I fell until I hit the Havok limit and was teleported back to the beinning of the cell (probably the COCXmarkerHeading).
Investigation:
I was able to repeat this by running backwards into the same wall, so one interesting bit was that it seemed to happen when my player hit the wall while it was off-camera.
I loaded the cell into the GECK and noticed that most of the hall pieces don't even show up as visible! I took a http://www.newvegasnexus.com/imageshare/supporters/images/899612-1287754794.jpg for review. This is using the NV-GECK loading a blank test cell with the FalloutNV.esm as master - normal situation. Hitting "A" to toggle lighting levels had no effect. I am still able to Select the pieces with my mouse and pull up their editor windows, but nothing I do will view them in the render window (though some do show). I can "preview" these pieces from the Object Window and it shows up correctly. I also loaded the model into NifSkope along with a Fallout3 Model and do note flag differences on NIF's collision block.
Summary:
Something is causing havok to miss a collision between the Player and a hallway piece, though I was not able to identify a cause. I am not convinced that the visibility issue in the GECK is related, but it may be. The bug is mostly harmless as the player is teleported to the top of the cell, but it is a very noticable break in Gameplay. I do not know the rating scale you all use, I would guess P2 or P3.
