I'd say 2014 seems likely, using Oblivion and Fallout 3 as examples, it would probably happen like this:
2004: Oblivion announced, Bethesda acquires development rights to Fallout 3, 4 & 5 from Interplay
2005: Oblivion in full production, a few people working on the newly acquired Fallout 3.
March 2006: Oblivion released, half the team is working on Oblivion's DLC and Shivering Isles.
2007: Shivering Isles released, Fallout 3 now how has everyone working on it, Bethesda acquires entire Fallout series.
October 2008: Fallout 3 released, like Oblivion, half the team works on Fallout 3's DLC.
2009: Fallout 3's 5 DLCs are released, Skyrim in full production.
October 2010: Fallout New Vegas released
December 2010: Skyrim announced
2011: New Vegas DLC released
November 2011: Skyrim released
2012: TESV expansion(s) is/are released.
2013: Bethesda announces Fallout 4.
October 2014: Fallout 4 released.
