Nope, its never been that way.
In a Bethesda game, it is always assumed you play through the MQ, and all the MQ's of every DLC.
You can never NOT be the Dragonborn in canon.

Yes, it's always been that way.
My character can be whatever they want to be. Options within the game allow this. Schrodinger's cat.
No, it really hasn't, and to think it has ever been that way shows a complete misunderstanding of Bethesda games.
Yes, it really has.
I understand Beth games perfectly. I'm not some Skyrim, Oblivion or Morrowind era come lately, I've been playing them since Arena.
The power of role play, at least a sort of freeform RP, is that you can create your own backstory regardless of what is presented in game. You could "start" your character right after they leave the vault.
We don't know enough of the story to be sure, but for folks who want to strictly RP the character as presented, I can still come up with a dozen different background fitting the facts we do know.
As have I, and, quite literally, they have never been designed around the idea of "if you ignore it, it means you didn't do it".
Doubt it. And if you didn't do it, it didn't happen. Schrodinger's cat, again.
So yeah, NV not only had the least constrictions due to character, but it never really had a backstory.
Yea and Vegas story was horrible. Todd likes freedom not horrible storys and we have all the freedom of vegas and more. The voiced protagonist will give a better connection to the story and just in case people are forgeting your family is dead when you get out of the vault Todd Howard himself has said this.
If you want a game that is straight up role play from your imagination then go play dungeons and dragons, because the majority of the fanbase just wants a game thats a ton of fun and not a lot of work on our part to make it fun.
Not really. I didn't do Malacath's Daedric quest in my Morrowind playthrough, but we know from Oblivion it did happen, as whoever did it brought the helm of Oreyn Bearclaw from Morrowind to Modryn Oreyn in Cyrodiil.
That is how its always been in Bethesda games, EVERYTHING is assumed to have been done, though not necessarily by you. With the exceptions of the MQ and DLC MQ's, which are always known to have been done by the PC.
Yes really. I can completely ignore everything with a character. Just because there's a canon of hero events doesn't mean every one of my characters or even one of them fulfilled Beth's canon. I have the option to say "that ain't me babe, that ain't me you're looking for."
Schrodinger's cat. Bethesda's Khajiit.
I love how voice acting is getting everyone riled up. Makes for great entertainment.
Yes it does. That is literally how canon works in every series in existence.
No it doesn't. Schrodinger's cat. Someone fulfilled the player character arc, doesn't have to be me.
I dont really like the voiced stuff or the new background, but personally I am willing to overlook them. Why? Because Todd himself said at E3 "Player freedom remains our absolute top priority." There is only a single game out there that has given me the same freedom of gameplay and imagination as Bethesda's games, and even though this new stuff is more experimental for me, I still believe that he is taking the imagination and open world to heart.
If Fallout 4 turns out to be the exact same as Mass Effect then I'll stand corrected. But the new features does not automatically mean its like that game, and I am sure I will still be able to lead my second life as my character in this world, just like the other games before this.
The cat exists in an indeterminate state within the box, is that right? Interesting way of looking at it. Thanks, I learned something new today.
No, the cat died the first day and the box is empty. I snuck in and killed it when Schrodinger was asleep and buried it in my rose garden.
....
....what he or she said. What you people want is the same old thing over and over again.

Don't want to sound like a poor old ragass veteran, but I miss the old days when most people were just excited about a new game.
So by this same merit can you just ignore having a family and move on with enjoying fallout 4?
not really.
you step out the vault to find a way to cure or awaken then or they already get out and you have to look for then.

You are whatever you say you are and whatever you make. Choosing to go or not go through x or y quest line etc. determines this.
