Nope, but there is a novel that i recently found that falls in the post-apocalyptic genre called http://www.amazon.com/Swan-Song-Robert-McCammon/dp/1439156735/ref=sr_1_1?ie=UTF8&s=books&qid=1269319062&sr=8-1
I thought it looked pretty interesting.

I have completed a short novel of about 120 pages in length in the Fallout Artwork and Fanfiction section of this forum. It is titled 'Of Your Shadows' and takes place in the time between FO2 and FO3 after the end of FOT. Somewhere in the 2260's I don't remember exactly when because I lost my notes but extensive research was used so that New Vegas, Megaton and other historical places in the Universe would be at appropriate stages of development. It details the adventures of Goris as he travels the wasteland in search of answers about the struggles of humanity and other things important to Goris. The link to this book is in my signature and it is free. Enjoy.

Since Beth recently approved an Elder Scrolls novel maybe they will consider a Fallout one. I think it would be harder to pull off, and I wouldn't expect something like this soon.

I have wrote a short story, and the people who have seen it have said it is good. It is not completed yet, and I am in the process of writing at the moment, I will get the link now.

EDIT: Here is the link, as promised.

I would love an official Fallout novel. More importantly though I'd like a movie. Anyone see that old movie Clue based off of the board game? Well in every theater a different ending was shown. Then you had to get the VHS to see which one was the true ending (after it shows you all the others it shows you the real one). I think a Fallout movie like that would be awesome. In each one he completes a different sidequest and ends up with different Karma. The extended DVD would have him doing each of the sidequests they chose to portray and then show which ending he followed, perhaps with the other endings in the Special Features portion.
