First of all, what's going on by the East Coast has never really been explained, and it doesn't make sense that there's just nothing going on there. So it would be great if Fallout IV explained all that.
Second of all, Massachusetts is and always has been a state with higher quality education than many others- not only better public schools, but better colleges- places like MIT and Harvard could play a big role in the plot- maybe professors and scientists and engineers from both colleges have been frozen in time there?
Third of all, Massachusetts is on the coast. The ocean could play a BIG part in the game. Maybe you go on a large ship and have a boss fight with a sea monsters. Maybe you scuba-dive in the ocean to find mysterious pre-war ships with valuable items on them.
And lastly, Massachusetts was, during the Revolutionary War, one of the first to revolt- perhaps a faction could arise based on the militia and minutemen of 18th-century Massachusetts?

PS: Please Bethesda, if you are making Fallout IV in Massachusetts, then it would be GREAT if you included Wayland as a location, like Primm or Goodsprings in New Vegas. I grew up there and, you'll find after some research, Wayland has had some notable figures come out of it!
