With 7 stat based bobbleheads, this would give us an average of 5 in each stat, which makes more sense. And this would in fact require 35 increases to max them all out.
I agree. One respec is enough before exiting the vault for doing replays of the game so you don't have to play through the first stage of the game over and over if you don't want to.
Someone around here, I'm sorry I don't remember who, suggested that L5 could be FO4's version of Wild Wasteland. I hope not, as I don't plan on putting 5 into luck for the getgo.

All 10s appears to be possible and thus will become the defacto-demi-god goal for all min/max power players. On the other hand, sans any restrictions or additional point costs, it will take an additional 42 perk points (35 with Bobbleheads) to reach the perfect 10 status. That is going to require sacrificing a LOT of perks, but does appear to be possible.
