The chart on vault111.com is currently being kept as placeholder only, and will be fully updated once the game releases. The chart on orcz is technically more up to date, but still includes a lot of speculation.

As per the video, it draws a path to your closest quest marker in VATS. Like the Clairvoyance spell in Skyrim, but instead it's an effect added to VATS.
Nope, just that the design is absolutely baffling and doesn't tell us a damn thing about what it does. Easily the most confusing perk on the chart for me... with others I can at least guess what they might be related to.
It looks like Vault Boy is breaking down an object and parts are flying out from it. I assume this perk has something to do with getting more & better parts when breaking down items to use for modding & settlement building.

It bothers me a ton as well. Wasn't it an article or video from a journalist that called him that once recently? I seem to remember being super rustled about it at some point.
On topic: I have decided my First playthrough will be Charisma-based. With Agility, Perception, and Intelligence being my secondary focus. Lots of great stuff in the other trees for additional playthroughs, or late game scenarios where I want to switch focus!
I am also wondering what Luck 5 is... My only guess so far is something along the lines of "Wild Wasteland," or some type of "Guardian Angel/imaginary friend" perk. Could explain why he's making a weird, freaked out face at an empty chair.
L5 is probably about your odds of finding intact\high quality furnuture. It's only way to explain this bizzare image...
Could L5 it have something to do with bobbleheads?
Looks like it gives additional benefits to drugs. It takes luck to experience good trips vs. bad trips. After all, the only way to look like that is to be completely stoned out of their minds.

Actually, that is pretty disappointing news. If they had kept the chart up to date with confirmed info from bethesda it would have been very useful to plan our builds. As it is(being inaccurate), it really doesn't help in that regard at all and if they are not going to update it until launch, its pretty much useless until then. Futhermore, I don't know how useful it will be after launch as we will have the official wiki listing all the new info.
My only worry now is that higher ranks will have level requirements, i thought the new system will completely get rid of such crap, i still remember how you needed to be level 12 to get Silent Running in Fallout 3 and New Vegas, an essential perk to play stealthy character effectively (without it, to successfully sneak up on someone you had to move very slowly and preferably naked lol, because your armor weight was influencing your detection).
I hope they know what they are doing.
I suppose level requirements were put in place to prevent players from becoming too skilled in one particular perk within the beginning of the game. Though I will admit that some ranks, such as needing to be level 50 to give specific commands to human characters, seem to require a bit too much time to fully level up.
...they do. Intimidation (CHR 10), the second rank needs.... lv23?, and the third rank is lv50.
My plan is to focus on P and A first, unless it appears I need or want to branch out some. I will level C as I go, and it would make logical sense that my PC would get more Charisma as his reputation spreads.
We still need to know how Agility interacts with Luck in terms of criticals in VATS because if the only way you can perform a crit is to have AP available for attacks I shall be quite put out.
As far as perks in Agility and Luck goes, we are not sure, but A5 looks to be Action Boy which gives more Action Points. Agility affects how many action points you have so you can fire more bullets in VATS before you have to wait until the Action Points recharge again. Luck affects how fast your crit meter recharges. So if you have 10 Agility and 10 Luck, then you could get 2 crits for every VATS session while if you have 1 Agility and 1 Luck, then you could get 1 crit for every 2 VATS session.
As far as crits outside of VATS goes, it is likely that only Stealth Criticals are possible since the crit meter is only available in VATS.
At least 270 levels. At least. And if the leveling happens at about the same rate as Skyrim, it'll take forever to even break level 100.
Let's pretend it takes about an hour to level. I can only imagine the first dozen or so levels would take less time, and most levels after that will definitely take longer. But no matter how you slice it, I can't see anyone going past level 100 without spending more than 100 hours on a single character unless they deliberately exploit the game.
