STR 9 looks like it might be a new version of the "superior defender" perk from Point Lookout. You get bonus damage and defense while standing still.

Unless you got a whole lotta time and don't mind an ungodly amount of grinding- you can't eat all the food at a Brazilian steak house. And you can't get all those perks, either.

No matter how good a thing is, you can always find those who lack the capacity to appreciate it.

Having finally watched the video and paused at each of the things on the perk chart I'm feeling very confident about this new system. It's as open or closed as you want to make it. I can't wait to get stuck in and experiment.
Well, some of them definitely are only for specific builds (like, I probably wouldn't take Local Leader until I do a "major focus on settlements" character). But I'll definitely take Lone Wanderer, and could see taking the CHR 1 and 2 ones as well.
Like I said earlier, it looks like the first ranks of the combat/stealth/etc perks are like that. The higher ranks are likely where they saved the "nifty effect" abilities for. (Would make sense - the most basic level of a perk is the most basic utilitarian function.)
So...why do you have to be strong to craft weapon mods? Seems like that would've fit better under Intelligence.
That's armor and melee, which kind of makes sense to me. Doesn't take brains to put a sawblade in a baseball bat, or put together some armor. Gun Nut/arms crafting is I3 which makes sense considering most people don't know how to put together let alone customize firearms
