Actually, you can tell Graham that Caesar is dead.

And you can tell Uly that you meet Graham.

anyway, S7 = no spread with one hand guns?

-Read again, I said the REVERSE situation isn't possible.

-And no, you can't tell Ulysses you met Graham. You can ask him about graham, and he says Graham earned his life, but you cannot go "Hey I met Graham"

-Look like it.

STR 9 looks like it might be a new version of the "superior defender" perk from Point Lookout. You get bonus damage and defense while standing still.

270 perks. I like it.
Unless you got a whole lotta time and don't mind an ungodly amount of grinding- you can't eat all the food at a Brazilian steak house. And you can't get all those perks, either.

Nice to hear that all physical copy pre-orders get a perk poster. :disguise:

Perk chart printed and put up in my office at work. Don't know what half of it means, but it looks so pretty!

Right, so strength is definitely gonna be my dump skill, and now intelligence, charisma, and luck are gonna be the ones I'm focusing on. I prefer this, anyway. I always felt weird making my character an emotionally stunted zombie.

Is it weird that every time I see the Rank 7 Strength Perk, "Say hello to my little friend'" pop's into my head?

Just the opposite. They allow you to mod your weapons. That's super useful. Even then, intelligence increases the rate at which you level up. That's important considering there's no level cap.

Whats really fun is this system+weapon moding= lots of fun doing themed builds, seriously considering doing a pistol only run as my first character.

No matter how good a thing is, you can always find those who lack the capacity to appreciate it.

Not fond of level limitation of perks in that kind of system.

This does seem like a pretty smart system. It almost makes up for the skills being removed
Not a fan of increasing SPECIAL score and perks being completely dependent of it, but we'll see how it works in practice

My idea after seeing this would be that SPECIAL should have been unchanging after they have been set in character creation (or the possible character re-creation after the tutorial level), and determine the base abilities of you character (HP, AP, movement speed, XP gain, etc.), the number of skills could have been reduced, perhaps made more general in nature, and this perk system applied to the skills.

Having finally watched the video and paused at each of the things on the perk chart I'm feeling very confident about this new system. It's as open or closed as you want to make it. I can't wait to get stuck in and experiment.

Well, some of them definitely are only for specific builds (like, I probably wouldn't take Local Leader until I do a "major focus on settlements" character). But I'll definitely take Lone Wanderer, and could see taking the CHR 1 and 2 ones as well.

Like I said earlier, it looks like the first ranks of the combat/stealth/etc perks are like that. The higher ranks are likely where they saved the "nifty effect" abilities for. (Would make sense - the most basic level of a perk is the most basic utilitarian function.)

The Police Pistol not being on the Cowboy list may be because someone forgot to add it, and they didn't realize until after the DLC was released. After that, it would have been subject to the "Don't patch DLC" rule. The main reason for this rule, along with the others, is to avoid Master dependency. You don't want to be downloading a free patch, only to be told that the patch won't work unless you buy Dead Money. Nor do you want to be buying Gun Runner's Arsenal, only to be told that you also have to buy Honest Hearts to access the content you just bought.

The fact is, while all this stuff is technically possible (and even quite easy), it causes the resulting content to require other content to work. They can't be sure that everyone downloading the patch has Dead Money, or that everyone purchasing Gun Runner's Arsenal has Honest Hearts. The rules they work by ensure that the DLCs and patches work for everyone, no matter what DLCs they may or may not have.

So...why do you have to be strong to craft weapon mods? Seems like that would've fit better under Intelligence.

That's armor and melee, which kind of makes sense to me. Doesn't take brains to put a sawblade in a baseball bat, or put together some armor. Gun Nut/arms crafting is I3 which makes sense considering most people don't know how to put together let alone customize firearms

Ah, I missed that. That means I don't need S higher than 1 or 2. Sweet.
