I responded to kiralyn2000's claims, largely because it's not fruitless a endeavor fighting against a completely strident and intransigent opinion...

Practicality is down to the individuals playstyle, I personally would rather placate enemies in speech rather than in open play.So the perk if anything is less practical to those wanting to play as great orators rather than great fighters.
Edit: Which is why the perk should and hopefully does accommodate both playstyles (player freedom and all that).

The conversation was nice and pleasant before you started throwing your thesaurus around, and complaining about how much everything is worse. You should get a few less thesauruses and few more mirrors.
At first I thought that as well only because of the clock behind the vault boy. But look at how the BULLETS are TURNING in the air to miss him. They even have drawn little motion lines that curve to about 60 degrees "off course".
PLUS this is LUCK! Makes very little sense to be "bullet time" and more sense that it is the opponents MISSING their shots a LOT.
But that clock is bothering me a great deal... AND why no bullet time in the PERCEPTION perks?
Yeah I forgot about that first part when thinking about the police pistol stuff. Going through MIcrosofts and Sony's patching process is pure agony ontop of the previous problems of DLC content interacting with eachother that I touched on.
As great as that .esp system is, it has some strangeness to it sometimes.

On the other hand, Skyrim had problems with "slow mo" (such as getting stuck and not returning to normal speed). So maybe they just did not use that (bullet time perk) at all in F4.
Yeah.. I like some fast early leveling and then a big slow down. Most games are like that. It allows you to figure out and start focusing your character down your chosen path.. With no level cap and needing to be level 270 whatevers to max out a character .. I'm thinking that we won't have to worry at all about leveling too fast.
