Fallout 4 continually loops at launch screen

I was playing Fallout 4 for 68 hours on my gaming laptop prior the the 1.3 patch. When the patch went live I could no longer start the game. When I hit PLAY it asks if I will allow changes to my computer. I click Yes. It says LAUNCHING, then drops back to the PLAY screen. Will not go any further than that no matter how many times I try.

GeForce GTX 675MX

Intel core i7 3740QM CPU @ 2.70 GHz

Microsoft 7 Home Premium

16 GB Ram

Nvidia Driver 361.75

I have sent support tickets 4 times with my DxDiag and keep getting the same canned response with the same generic fixes I have tried dozens of times. I have deleted and reinstalled twice. I have rolled back to an earlier version. I have deleted the ini files. I have tried windowed mode. I am running as administrator. There is an extensive thread on STEAM with many users having the same and other problems since the patch. Since the game was working fine until the patch, I have to assume it is something in the patch that is causing this problem. It was not my machine that changed, it was the game that changed.

If anyone here has encountered this problem or has any suggestions, I would appreciate the help.

Did you downgrade to patch 1.2?

Was it working?

What exactly was that message?

I did upgrade to 1.3, but i didn't get any message for any changes!

Are you sure that message was related to the patch, or maybe because something else has updated something on your laptop as well!
