And there isn't any chance to make it work on this laptop? Or to play any other 3D games? Cause my alptop says it can support 3D games but maybe it can't run just Fallout 4.

Except this is a deeper issue. You have a wide range of PCs with launcher loops and launcher black screens. The issue is deeper. His PC meets most of the requirements. Lacking 2 cores isn't the end game.

Might as well try to see if he can fix it somehow to help others.
