Fallout 3 CTD Steal Warning

Fallout 3 will CTD anytime an NPC warns me not to steal something. No other audio or video action triggers a crash. I'm not having any other intermittent crash issues than this. I have added Fallout 3 to the exceptions list on the ffdshow audio/video decoders. Fallout 3 is updated to the latest patch. Still having problems. Please help!

Also, hacking and lockpicking warnings also trigger crash...

I managed to make a little headway on the problem. If I delete voices.bsa, the crash problem goes away. I can enable subtitles and intentionally trigger "steal warnings" all day with no crashing. Unfortunately, this also removes all of the voice audio from the game. I tried installing Fallout 3 on another machine, copying the voices.bsa file to thumbdrive after installation, and copying it into the same place on my gaming rig. I'm still running into the same problem. Game crashes-to-desktop when an NPC warns me about illegal actions. Anybody have any clues?
