I doubt it will be in, with the other systems being so much more in depth and advanced compared to the previous iterations I doubt there is enough left over for this.
Maybe a little, but not to a huge extent. The way Bethesda's environments are built really is conducive to making them destructible, but there are still huge hurdles like memory management (how does the game remember what you've destroyed? Will it reset eventually?) and pathfinding (NPCs taking cover behind fences you've destroyed, or getting stuck because there's now a huge pile of rubble in their navmesh).
The fact that we can build environments is a little promising, but that's limited to certain sites to make sure it works well.
One of my favorite tactics.
Grab a barrel and hold it in front of you. As enemies fire walk it closer to them.
Let it go crouch behind and take a few shots.
If it gets knocked over pick it up and use it as a shield to get closer till I am in VATS range.
If they become destructible will they be when I carry them? Would they break if I ran into walls or just weapons fire and attacks?
There was a example of what looked like buildings looseing pieces and a road surface taking impact damage, but one may have just been stuck on panels blowing off and the other may have been a lighting trick. On moment

Boardded up windows do not pop whet car goes up, also somehow cloth "banners" don't even flick in the breeze durring or after detonation, any movement is an illusion from a "shock-wave lens" effect. never mind that desk right next to it does not go tumbling, but I did find it amusing that if your fast enough you can loot a corps flying in mid air!

I seriously doubt there will be any destructible environment other than a few set pieces and obviously pre-scripted events. I don't think the engine is capable of anything more detailed.
Some of the E3 footage, the combat montage specifically, I swear I saw some heavy ordinance the player was firing take out some wall pieces.
Even when destructible environments were introduced with Red Faction, it was only for specific areas in the game, not the entire game world. That was a linear shooter, though.
I doubt that it would be worth the trouble it would cause in an open world like Bethesda's games.
Actually in RF 1 and 2, the majority of the world was destructible, not just "specific areas". But GeoMod is a technology that wouldn't really fit into an open-world shooter I think.
Red Faction 3 was an open-world shooter with (mostly) fully destructable environments. I forget if you could blow up terrain or not, but blowing up buildings in cool ways was what that game was all about.
Not at all the same genre as FO4, though.

Would be interesting if it's included, almost looked like there was some of it going on in the action gameplay trailer - the part with the player throwing a grenade to a 2nd level area and then firing a weapon, it sure looks like some of the outer wall panels are blown off by the grenade explosion. Crysis had some of this many years ago and that was an open world game (not an RPG of course) so it can be done, only question is if Bethesda has updated the engine enough that Fallout 4 has it now.

The environment is destructible, at least in various area, because if you look at the gameplay trailer from E3, you can see that an explosive ruined a portion of a building and pieces flew off. There is also bullet penetration on buildings, so you can see where your bullet hit, but I don't think it can penetrate a wall and kill someone behind it.
However it looks like we tear down and build sort of slum structures, same is usually used for raider bases and sharks, it would then not be so hard to make this structures getting damaged or destroyed.
Path finding has to handle building anyway and making barriers is the most basic defenses.
Shooting stuff through walls would be cool and it's easy to put it. Destructibility would be cool too but that's harder to implement.
I don't think it's outside the scope of the engine to have more destructible world objects--they would just have to be placed physics objects rather than static world geometry. Look at the nuclear cars--most of them can explode, and the game remembers their state forever, they never reset. No reason they can't apply this to other/more objects, especially now that the old consoles are out of the picture and they have more RAM to play with.

ooooo... XRAY GUN!!!. Or maybe just xray binos or range finder or something to upgrade your suit to do. Replace the light as a xray vision apparatus.
Maybe a weapon that can shoot via vats in a multi direction way. I shoot weapon it reaches a point and turns and explodes moments later.
Would still like a small vehicle to drive while I stand outside a mine field to blow them up or lay them out. Or just get chased by the enemy to my trap.
Okay all these really have nothing to do with shooting through walls yet would kinda be like you are on other side of wall and can do these things on the other side opposite you.
The last thing you want to do when ina dilapidated building is shoot holes in it, unless you intend to bring it down on your head. That said, I'd love to be able to bring dilapidated buildings down around my head!
