Fallout DLC doesn't want to work

i had bought fallout 3 goty edition and downloaded all the dlc like that, but after playing the game for so long it got boring and i sold it its been a year and i decided to play it again so i borrowed it from my cousin but his isn't the goty Edition, anyways i tried loading my old save and when i would try to load it, it says content not there. so i check the HD and its all there every dlc so i got my USB and put all the dlc in there then i cleard the cache and then put the dlc back, didn't work... next i deleted the dlc and bought it again not the goty edition but from a friend... STILL DIDN'T SHOW UP... anyways i made a new profile and no dlc quest ever came up i have 28 hours on that new file on and it still doesn't show up. i ended up passing the whole game and then it will take me to the menu there the downloads would say all the dlc is there then when i try loading the game of my old profile it still says the dlc isn't there so i would load the new profile and then go back to menu and boom nothing is in the downloads it doesn't even let me click on it. i tried almost every way i could think but still nothing. so i decided to delete the dlc again and went on fallout 3 without dlc and when i tried loading my new profile it says content isn't there anymore. so technically the dlc goes into my game but doesn't give me the damn DLC quest. so can anyone please help me. also i put the dlc back onto my game to see if it would some how fix it and nothing. do i have to go online and install an update or something.

Do you have a different console than the one you originally installed the DLC on? If so, you'll have to transfer the licenses to your new console in order to use them while being offline. Below is a link to the DRM page on XBOX's website, which will provide more information and instructions.

No, I'm not suggesting that you should use a different console. My guess is that you are using a different console. In which case, all you have to do is transfer the DLC licenses from your old console to your new one. The link I provided earlier should walk you through that process step-by-step.
