Fallout/Fallout 2 graphics problem

I'm having a problem with the graphics of the older Fallout games which makes darker areas in the game and in cutscenes/talking heads go all static-green-redd-grey-y. I tried running it in compatibility mode, but it didn't work. When I tried running it in Windows 95 mode, but steam didn't allow me to launch it. Any solutions?

Edit: It might be useful to know that I'm using Windows 7.

I use the .exe file directly in C:/Program/Black Isle/Fallout 2
I never use the shortcut on the deskop.

Works for me.

It is likely because of the palleted video mode. The best fix is to apply the http://www.killap.net/fallout2/web/Downloads.html and use an alternate video mode.

*When the screen goes all black... press the 'F1' key twice. What this does is open the hotkey help screen for a split second; this refreshes the screen.

I'm having a problem with step two of installation. It says that either its in the wrong folder or falloutw.exe is the wrong version. Since I know for a fact that it's in the right folder, it must be the latter option. Any way to update it to the patch's requirements?

The update patches can be found on that site as well. Click Patches at the top of the page of the link I gave you for a list of them.
