This is my idea of a "Perfect" character. 5 points for strength because you'll get the maximum of 10 this way without wasting points. 7 for perception so you can get 8 with surgery and get Sniper. 2 for endurance because it's not too important. 8 for Charisma so you get the maximum amount of party members with Sunglasses(put them in your active item slot, like where guns go) and the charisma surgery. 8 for int so you get a lot of skillpoints per level and can get 9 eventually. 10 for agility because you can't increase it more and it's the most important combat stat. 8 for luck so you can get a maximum of 10(you have to save and reload constantly when you're taking the Huboligists test in NCR, wait until you get 10). This is extremely important, you want 10 luck so you can get a 100% critical hit chance with the "Sniper" perk. Take Note that critical hits in Fallout 1 and 2 are a LOT better than in 3 and NV. This kind of character will be very weak in the start, but once you get Sulik you'll begin to start rolling over people. This also makes sense if you want a soldier character because soldiers work in squads.
ALTERNATIVELY:Swap Endurance for Charisma and be a solo character and get rid of small frame. Small Frame isn't that great for solo plays, so get another trait
