Fallout 3 or NV for modding?

i played fallout 3 and new vegas for console and am moving to PC to work with mods and make some of my own....

but im curios.....which is better to make mods for? i know NV is newer and has more features so im guessing people will lean that way?

NV has the most features and a far larger asset library to work with. They have most of the assets used in Fallout 3, so you really aren't losing much or missing out on much.

The biggest factor, aside from that is the setting. Which do you prefer and do you feel you can make something awesome for. If the setting isnt a factor or not a big one, then NV really is the way to go.
