While the RAM did play a large part in the issues, it was the cell CPU which was problematic.
The problem with PS3 was that it had less usable memory than 360, both had 512 MB total, 360 had all in one bulk but PS3 had 256 main and 256 graphical memory. This give higher graphic performance but limit you to 256 main memory.
2565 MB is not much memory, it was seen as low on release then Skyrim was released it was low on smartphones.
Skyrim pushed previous generation to the limit, 360 was lead platform and because of the shared memory it could allocate a bit more than 256 MB for game+system. Then out of memory you crash.
Fallout NV and GTA 5 had much of the same problem, huge open ended games are very memory intensive.
Its an reason why the main change going to this generation that both has 8GB unified memory, far larger increase than GPU power.
Yes the PS3 was hard to develop on because it used two types of cpu cores, it was not its problem in Skyrim except that this issue made the developers oversee the memory limit.
And yes I have an laptop with an previous cheaper version of the AMD cpu+gpu core in curent gen, works well for Skyrim and its an 600$ laptop.

CPU is an [censored] to program for, however out of memory is more like negative attitude during flight, you crash and have to crash. Game probably has some ways to try to avoid it who generates loads of lag,

The main issue is that they use different types of ram. XB1 uses DDR3 system ram with a very small amount of ESRAM and the PS4 uses the standard GDDR5 ram for graphics memory. That's why some games are 900p on the Xbox One and 1080p on the PS4. Avalanche Studios did that with Mad Max, but they built that game from the ground up with the Xbox One hardware in mind. It's anyone's guess whether or not Bethesda Game Studios will put that much extra work into the Xbox One version.

Alright. Lets clear a lot of these myths. BGS games have not traditionally worked better on the Xbox 360 over the PS3 because of BGS having "better relations with Microsoft." The reason BGS' games did not work well on the PS3 is because of idiotic architecture on Sony's part. The PS3 had atrocious hardware and was a nightmare to code for. It was common knowledge that most multiplatform titles performed better on the Xbox 360 than the PS3 because of this known fact. This is in large part why Microsoft won the console war the last generation (it also helped that the 360 was cheaper).
This is not the case with this generation. Sony caught up and decided to make sure the PS4 had a practical architecture developers could work with. It's much more similar to a PC design than the PS3, thus it's easier to develop for. It's unlikely the problems Oblivion, Fallout 3, and Skyrim had on PS3 will occur with Fallout 4 and future titles on the PS4. Is it true that Todd Howard prefers Microsoft consoles? Yes, but that in no way hinders the relationship or the quality of the Sony versions. On the contrary, the reason mods aren't coming to PS4 for Fallout 4 is because of Sony and not BGS.
Microsoft not only owns Xbox, but they own Windows. Thus, a partnership via modding makes sense and wouldn't be difficult to make a reality. Sony, on the other hand, doesn't have such ties and modding isn't nearly as popular in Japan. That's not to say modding won't happen on the PS4, as BGS wants it to happen, but it's going to take time. Either way, the PS4 will be the inferior port because it will not have access to mods. The quality of ports goes as follows.

There is no guarantee the PS4 is getting mods at all. BGS is hopeful that they can work out an agreement with Sony. We'll see what happens. I'm skeptical.
The X1 is getting mods so of course it will be better than the PS4 version by default. Only having the vanilla experience severely limits the longevity of the experience.
BGS games are always best on PC and that won't change with Fallout 4.
...because Sony cared more about winning the Blu-Ray vs HD-DVD war at the time, so they stuck a Blu-ray drive in the PS3 even though it was a super-expensive component at the time.

I hope your wrong too but I fear the last gen will repeat with this gen & xbox will get stuff first. which to me business wise that makes no sense the Ps4 outsells the xbox you'd get more money from the sony side then mircosoft.
The xbox One setup is equal to any pc with integrated graphic. PS4 uses grapic memory and has a bit more powerful GPU.
Now an downside with the PS4 setup is an higher latency for CPU however the cache hides most of the delay. An chance that a game like kerbal space program who is cpu limited would run better on One.
Else its just that One is a bit weaker and this might cause lags if the game tries to push One too much.
Toward the end, those games were ridiculous on the PS3. I used every possible method to keep my loading times low (and I earned Platinum trophies with both FO3 and FNV, including 100% with all DLC); had the same problems with Oblivion and Skyrim (and I have the Platinum trophies for those games too). I defragmented the system a few times; used an air canister to blow out the dust every day; deleted the biggest files; and this is with an augmented hard drive on the PS3.
Leading up to and during the climactic battles, I had to discipline myself to playing 15 minutes at a time; then powering down the PS3; waiting for it to cool; then restarting the system, to play for another 15 minutes. It was crazy, but it was better than dealing with the whole system crashing and risking the corruption of all my game files.
I loved the PS3. It was a relatively dependable workhorse (compared to my Xperience with the 360), but the PS4 is so much better.
Come to think of it, I bought the PS4 as soon as Bethesda announced the release of FO4.

I don't think PS4 will have any issues that XB1 will have, and from my experiences, the PS4 version should run better. The only question is if it will get mods, and if XB1 does, I'm sure eventually PS4 will, too. But, if you are a console player then you are used to not having mods to begin with so it isn't much of an issue, imo.

You have to also remember that during most of the last gen, PS3 lagged behind Xbox 360 in global sales. This made many developers give first priority treatment to the 360.
Call of Duty had always been given special treatment on 360, games like Grand Theft Auto IV were getting timed exclusive deals on 360, games like Half Life: Orange Box, Fallout, Skyrim etc all turned out better on 360, many with timed DLC deals.
This generation though, PS4 is just utterly dominating the console market. Activision have now ran off to Sony for PS4 to be the new "home" for Call of Duty exclusive DLCs and beta testings etc. Both Ubisoft and Capcom have stated their games sell over twice as many on PS4 than they do on Xbox One. Majority of multi platform games are running at a a better resolution and frame rate on PS4. Developers are giving preferential treatment to the PS4.
Its estimated the PS4 has now sold over 25 million consoles globally. The Xbox One is said to be around the 13 million mark. Even Xbox division boss, Phil Spencer, has as good as stated that there is no point trying to compete with PS4 and that trying to get third party exclusives is not really a priority anymore.
The point is that with this type of total market dominance the PS4 now has.....all third party developers are going to be making PS4 number 1 priority. And if Fallout 4 sells over twice the amount of copies on PS4 than it does on Xbox One.....this whole thing about the "Xbox console mods first" will go straight out the window.
