Fallout 3 freeze on Windows XP

I found many topics concerning freezing in this forum, but all in other situations, in certain areas, when entering buildings etc., and almost all referred to Windows 7. So I decided to open a new one.

If this was not justified I apologize.

Also I apologize for my insufficiant english, I am an elderly german bloke with almost forgotten school english.

I played FO3 a couple of years ago without any DLC's and without any problems (same PC as today).

Recently I purchased the "Green Pepper" Ultimate edition with all DLC's and the game is simply not playable.

Everthing works fine, but as soon an enemy aproaches the game freezes. No other situation will freeze the game, only enemies in viewing distance, disregarding in which area or building. Sometimes it freezes totally, sometimes I get approximately 1 frame every 2-3 minutes, so it needs up to 1 hour to fire 2 or 3 rounds. Targeting is then almost impossible, I have to move the mouse a bit and then wait for the next couple of frames to see to where the target cross moves. As soon the last enemy has been killed the game runs smoothly again.

Since days I scramble around here in the forum, followed every hint I found here, modified the ini files for use with multicore processors and limits threads to 2. Nothing helped.

This query here is now my last hope before I uninstall and forget this game.

My system:

Windows XP professional, SP3

Mainboard ASUS P6T, 4 GB DDR3 SDRAM (3,2 GB recognized by Win XP)

Processor Intel Core i7-920, 2,67 GHZ

Graphic adapter NVIDEA GeForce 9600GT, 1024 MBytes GDDR3 SDRAM
Soundcard Creative SB0240 Audigy 2 Platinum

Has anyone an idea what more I can try to do?

No difference whether I run it with or without mods.

I started with some mods, removed them after the first couple of freezes, I even made a clean re-install to start from beginning on without any mods. No difference at all.
