Cryengine probably, i know only probably 1/5 of those engines so it might not be best ansver. But Cryengine it is possible to make massive landscapes in very short of perioids time, it has modern techical capabilities, simple to use.

Idtech engine could be awesome too with new consoles.

2. I can just about guarantee you that Fallout 4's engine will be another iteration of Creation/Gamebryo that Bethesda has used in all of their games since Morrowind.
