Fallout 3 Gamma/Brightness Issue

Hello All,

I just finished playing through New Vegas and thought I'ld replay Fallout 3, but I'm having a very odd issue. When I run the game, the load screen is fine for the first few seconds and then the brightness/gamma level skyrockets and the screen is so bright it's painful to look at. It becomes mostly white, but still legible. When I load a game, it's still the same. If I turn down the brightness in the options to it's lowest setting, it's still a bit too bright, but less painful.
I've tried a lot of things (running exe as admin, disabling visual themes, updating my drivers, disabling all other programs running at the same time, etc.), but the only thing that helped was running the game windowed (ie. not fullscreen). Nothing else helped at all. Anyone else had this issues?

OS: Windows 7 x64
RAM: 8GB
CPU: Intel Core i7-2600K
Motherboard: Asus P8P67 EVO
DirectX 11
Dual monitor config.
