So, recently, I started a new game of Fallout 3, and despite some problems getting Operation: Anchorage to work properly at first, I've been doing okay. Currently in the main quest series I've just got into the Citadel and found out where Vault 87 is. Before I do anything else, though, I wanted to be able to wear Power Armour, and since I was unsure exactly where to get the necessary perk (It's been a long time since I was at this point), I consulted a guide. Seeing that I needed to get Elder Lyons' permission to do so, I ran through his conversation tree, only to find that the dialog option that told me to see Paladin Gunny wasn't there. I've talked to him several times, with and without add-ons, with and without Power Armour in my inventory, and it's just not coming up anywhere. Have I screwed up somewhere, or is this a bug of some sort?

Have you completed Operation Anchorage?

Yeah, I was hoping to use the set of Power Armour I get from that as soon as I could.

You should get the training from completing the simulation, check your perks?
