Fallout 3 GOTY on STEAM: Freezing issue WIN7

I am trying to run Fallout 3 GOTY via STEAM, and it constantly freezes after a couple minutes of play. The sound still works, but the program stops responding, and I need to close it down through ctrl-alt-del and the taskbar.

I've tried various solutions presented on different forums, as well as following the steps on the STEAM forum, asking me to run both STEAM and Fallout 3 in administrator mode.

I've changed bUseThreadedAI=0 to bUseThreadedAI=1 in the Fallout_default file, and added iNumHWThreads=2 on the next line.

I've tried to run the game in windowed mode and using a program called MaximizedWindow (not that I see how that could cause the issue, but others claimed this sorted their freezing out)

I've tried installing K-lite codec pack.

I've turned off v-sync.

I've disabled visual themes, desktop compositions and display scaling on high DPI settings. I've also tried to run the game as administrator and in compatability mode. (saw somewhere that I shouldn't run the game in compatability mode, so disabled that)

I can't find any other solutions.
