Fallout 3 GOTY on Windows 7

I just recently bought Fallout 3 for the PC. I had played 3 and new vegas on xbox but never any on PC. I installed the game with little hassle. I'm able to open the launcher and click play, but when I click play, I get an error message telling me that the "d3dx9_38.dll is missing" etc. I'm running windows 7 and didn't notice until after that the game required xp or vista, and looked into the issue online and found reference to there being problems with versions of directx. I ran compatability mode for vista and downloaded the latest version of directx and i've gotten nowhere. I figured the game's own forum would be a better bet than some random online forum. Suggestions?

It doesn't make any difference whether you have Windows 7 or not, the game has to have Dx9, and tries to install it when it installs itself. No version of Dx11 will cover the game adequately.
