Your Fallout directory would be a good place.

uh, ok... where is that???
i do know how to get the fallout directory (go through all those folders to get to the game)
but once I get there do i just open the folder and save or do i put it in a folder within the directory?

You extract the files into the Fallout directory and run the included program. The High res mod patches a few of the game files, and to do this it needs to be in the same folder as the Fallout program.
