I just glanced threw a few pages here and there are already a few Fallout 4 idea threads so shouldn't they do like they did in TES general and have one suggestion thread with major issues like Leveling Cap being able to be its own separate topic?

I don't think Bethesda would dare put up a suggestions/issues thread anytime soon. That would be far too much for them to bear

I think for now it's safe for people to fragment their opinions. Afterall an FO4 hasn't been announced, and no progress can be made until it has. So I think keeping it on a casual level does its job. Besides the devs are too busy screwing up their DLCs to worry about another title

You never have been to TES general that's pretty obvious. Believe me nobody's opinion no matter how harsh would be too much for Bethesda.

They had the TES V ideas and suggestion thread before SI and Knights of the Nine came out. So I don't see your point here.
