I think FALLOUT 3 is one of the best out of the box rpgs Bethesda has created since TES 2 DAGGERFALL. I was completely satisfied with the original but as always Modders rose proudly and with great skill to the challenge gracing us with mod temptations to make any happy soul hunger for more.

Mods=Modifications.

Modify the game in almost any way possible. You could practically turn the game into something completely different.

Want new weapons? There are mods for that.
Want new armors? There are mods for that.
Want new houses, companions, buildings to explore, enemies to fight, tougher battles, more realism, darker nights, green grass and trees, build a settlement, new quests, treasures to find, lands to explore, a motorcycle to drive? There are mods for that.

And that's wrong? I got a new PC just to play the PC copy I bought before having a PC that would play it and after playing 360 and PS3 for about ten months. The amazingly talented modders out there make the expense completely worth it.

I agree.

The game seems so...unfinished and...bare...

It is like Bethesda just did the groundwork and left it up to modders to create the game.

Yes, like Oblivion and Morrowind, it's a good base for mods.

It is a bit unfair to say that Bethesda games are only modders resources, especially when it comes to Morrowind and Fallout 3. Sure, Oblivion had several flaws before mods, but Morrowind and Fallout 3 are pretty good out of the box.

All mods are property of Bethesda Softworks.. They can take any mods if they ever want to do so. There is no reason to sell any of them, though. That would give a bad image for the company (having to rely on amateurs), and most mods are too buggy, unfinished or simply don't fit in the game canon. Examples being, M4 Carbine, 20th Century Weapons and most armor mods.

Sounds good! Now, how are we going to store the mods? How will we deliver them to the consoles, download from gamesas's servers? Who's going to pay for that?
What happens if two mods conflict? A scripting error causes a crash? How do we deal with mods that add new resources - the consoles barely have enough RAM as it is? What about high-res textures?
How do we pay the modders? Just send cash? Or are we going to negotiate payment with every single modder? How do we handle new versions of mods? Take them through the entire approval process again? Who's going to do that? And will they test each mod against every other mod? What about people uploading things similar to DLCs? Will that be allowed, or just removed? How do we handle changing load orders? How do we protect against messing with achievements? Many mods rely on FOSE, how are we going to get that on consoles?

It's unworkable. Completely unworkable. Even if bethesda poured money and time into solving most of those issues, tools such as Fallout Script Extender simply couldn't work on consoles, by definition.

Un. Workable. Cannot happen. Ever.
