Several explanations.
First off, there are a few gas generators around. They're typically found near buildings, and you can hear them when you're close (sort of a putputputput sound.) Not sure where they get the gas from...
Nuclear power is problematic- nuclear rods are considered "spent" after about six years of use. Not sure if it's a case of "not worth keeping them in anymore without reprossessing" or "they're completely drained." If it's the former, they'll be providing power for thousands of years... just not as much during their first six years of life.
A real question is where the lightbulbs comes from. But then again, we're playing in a world where a reaction to radiation is ghoulification, filled with oversized bugs, animals, two-headed (possibly intellegent) cattle and heavy mutated/modified chamelions called "deathclaws." I think where they get these resources isn't all that important...
Anyway, we probably can do it by 2077, but only if people's reaction to nuclear power is far more friendly. Was headed that route until the Fukushima disaster. We already have a theoretical application of nuclear power using radioactive balls to drive power, but aren't anywhere near as dangerous as the fuel rods. These balls aren't all too radioactive (and therefore hot) individually, but gather them up...
