Fallout NV low FPS / choppy.

HEy guys, I know this is a thread that has been beat to death so I will keep it short. I have the same problem on a super gaming pc as most others. The fix seems to be the install of a dll file named d3d9.dll. It is said to copy the file into steam/common/fallout new vegas directory. I cannot not find this location. have the game installed through steam and have played it for several hours. The low fps its gettin gon my nerves. Basically I run into the problem at the "common" folder. It just isn't there. nor can I find any reference in the steam folder for Fallout NV.

Where I am currently looking,

/program files(x86)/steam... after that I have a dozon options but no common folder. I knwo i'm making a simple mistake but I cant seem to figure it out. I need someone "outside" the box to guide me please. Any help would be appreciated.

Additional info.
games runs fine other then the low FPS. No crashes etc.. No matter how low the settings are performance is poor with multiple npcs.

-Win7 64 bit-
AMD phenom 3000 x4
Nvidia gtx 285 x2 sli
8 gigs corsair dominator ram.
Newest drivers 260.99

I knew it had to be something simple. When I get home I will sort it out. if it works I shall jihad 100 goats to the video game gods in your honor. :flamethrower:
