Hello.
When I launch and play Fallout 4, the game always seems to seriously stutter every second, no matter where I am in the game. I've tried lowering down the settings, even to low to see if it continues. But it still stutters. I get around 45 - 60 frames depending on the area in the game, so I believe FPS can't be the problem. I've also tried updating my GPU drivers, but still no luck. Apparently, using Windows Mode border less solves the issue, but I tried it and it didn't work either.
Here are my PC specs:
GPU: GeForce GTX 970
CPU: i5-4690 @ 3.50GHz
Memory: 8.00 GB RAM
PSU: 650W
Resolution: 1920 x 1080, 60Hz
64-bit operating system
I should also add that this issue is only occurring with Fallout 4. Every other game seems to work fine (e.g ArmA 3)

UPDATE: Found a fix!!!
What I did was upgrade to Windows 10. That's it. Stutter gone.
