Last I check, Sony is trying to do it and they are only doing it because of Microsoft doing it. (Apparently, Sony doesn't like the idea of mods but due to demand of it, they don't want to lose customers).

First, the fact that you CAN put PC mods directly on the developer consoles is EXACTLY why I am paranoid about M$ forcing Bethesda to alter the current method of mod installation. I'm guessing that console files at LEAST require an approval process and possibly some sort of conversion to actually run (with the approval process holding close guard on that conversion). No doubt if this happens, the method of that conversion will be the holy grail of mod hacking for consoles (so the vetting and approval process can somehow be bypassed).

I don't think you fully understand just how STRONGLY the console manufacturers feel about NOT allowing "inappropriate" content to be even remotely POSSIBLE to exist on their platforms. I don't doubt it might sell some more copies of the game, but every video game website and blogger would cream their pants to post footage or links to footage of a nvde character on an X-BONE much less a full on Strip Club or Brothel mod up and running. Microsoft fully knows what the ramification of this happening would be (and so does Sony...which is why they may end up being the "smart" ones in all this). The legal aspect would be the least of their initial worries.

Consider that one of their responses to unauthorized mods is to perma-ban LIVE accounts of consoles that have unauthorized mods present (they could certainly put this disclaimer in the EULA of the game). The customer backlash, Media coverage and potential financial loss (not to mention possible legal actions) could make the term "PR Nightmare" something to giggle at.

Stuff does not require approval before going up on steam. They are removed if they get complains, an approval would require them to anolyze the mod files.

for an example http://steamcommunity.com/sharedfiles/filedetails/?id=9274&tscn=1407622014

this is an mod I made for Skyrim, its basically an quick mod who enables the male Khaiit hairs for females.

I took the picture without clothing having an nvde mod without thinking about it before I got comments.

Technically the screenshots are against the rules, the mod itself is not but the screenshots are visible.

And its more work, yes you can do an shortcut, if its on workshop and have been where some time you assume its ok.

Or the PC part of the portal, will Bethesda.net replace workshop as official source for mods?
