to the op: i get it you're specifically looking for mods that expand the existing worldspace (other than add new ones like most vanilla dlc's), correct so far...?
it's like this: the game world's divided into so called cells, like an invisible grid on a map. though, only a small fragment of these cells make the actual game world; most are inaccessible and ~ make your view distance. the latter are blocked off in various ways, which, to cut the details short, can be overdone, BUT, from all i remember, in the fallouts by only 1 mod at a time. meaning, if mod a wants to make blocked cell a0 accessible, and mod b tries with blocked cell b52, only one of them will get through, the cell the other one tries to unlock will simply remain inaccessible.
hence, you won't find that many mods using these cells, regrettably, since modder b who put his palace in cell b52 risks that it will never be accessible because modder a already has opened cell a0 for his shack in that game.
there _are_ mods that make all inaccessible cells accessible though. which is no doubt a necessity with fnv and all it's darn invisible walls, but beyond that of questionable use, since when actually travelling into these blocked areas, you'll soon notice a decrease in detail, first, and, later, in pretty much any objects at all (even later even land)
yes mods that expand the world space. but I know all that already I just want to know if any one has made any thing like Beyond skyrim or tamriel rebuilt so say I want to walk to vault 13 I could some thing along those lines even if it not quite as big as that
well there's one mod i've heard of that lets you combine fnv and fo3 in one game, with some door or stg to pass between them, if that's more what you're looking for
also heard about some fo2-remade-in-fnv-engine-project, but that was even before skyrim came out, no idea what became of that
