I am a fallout fan, having completed 1, 2 and BOS many times back in my gaming days. For a couple years now I could barely find any time for gaming from my daily job. However I recently bought the game of the year edition hoping to spare some time and enjoy a new fallout universe. Unfortunately I was a bit too excited to find the retail box for a good price and didn't think whether my 5 years old notebook could run it or not (or it has multilanguage support or not. I am now trying to improve my German, but that's another story )
After installing the game, I adjusted settings to the lowest level and launched the game. After the initial video, I looked around with the cursor with a "what the .." thought in my mind. It was a lag of some sort where I have never experienced in my life before. At the lowest settings, sounds were fluent, the motion of the dad was fine as well but as I tried to look around or move (worse) it was as if the game was skipping frames where I move slow for a sec and later instantly teleport 1-2 meters acroos the room. Frankly it was impossible to play, so I quit the game immediately and browsed the net hoping to find some answers.
I searched the web and forums for a while. I followed the general performance guides from tweakguides and fallout 3 specific settings recommended by the forum. I defragged my hdd, cleared up some space, even found a mod to convert desktop atility drivers to mobility ones and installed catalyst 9.1 (that was the latest one I could find with support for x1350) I further set every graphic settings of the card for highest performance. I also modded the .ini file to turn off v-sync and some minor lines as adviced at the guide.
The game runs better now, at least barely playable. Although reduced significantly, the skipping of frames (or perhaps it is called stuttering, like short teleportations of cursor and movement for 0.1, 0.2 sec) continue. At the birthday party, when I cross the dining room from one end to another, the skipping happens like once or twice for very short durations. Also the cursor has some lag. Cursor movement is not instant fast & sharp like counter-strike.
I have tried the above settings, but I still have performance issues and I need your help. Is there any way to solve this problem or improve performance more with specific settings or via patch/mod updates? I have a core to duo 2.0 GHz with 2GB of ram, ATI x1350 and your standart fine working newly defragged hdd at vista 32 bit system. I am even considering to upgrade my notebook's ram, hdd or even CPU. I found a test showing better cpus increasing fps in fallout 3, but no FPS gains with more than 2GB ram or with an SSD (unfortunately I can not afford a new pc atm).
