Why does it seem some people want/were expecting a bioshock---->bioshock infinite kind of atmosphere change? Oh we're still going to be in a wasteland after coming out of a vault?! RECYCLED!
Practically no. And even if had happened, it would've behaved like a sequel -- the difference with Beth there is that Black Isle had other kinds of games under their belt too that had their own things going on for them. Not everything they did was modeled after Fallout, nor was Fallout modeled after their other titles.

It's not just Fallout. It's almost their entire catalogue. What changes between games and franchises is the aesthetic and a few features, but hands on the experience is always the same.

Yeah, that's the only thing we know absolutely nothing about. I hope they went the extra mile with it and come up with some really great quests/stories.

I can understand that. Although, with all the new changes it doesn't seem all that similar to me. I think with the big combat changes and AI reactions, we could see a big difference.
You can point out a couple of surface level features (like AI, graphics, animation, and such that make slight alterations) and say "it's different", but the big picture is still the exact same. The core experience it strives for is the same, it only iooks slightly better. It's kind of the same similiarity as between GTA and Red Dead Redemption with the exception that Red Dead is not a sequel to something like Desperados.
and both are similar because the same team did it and in turn that team is really good at making those kinds of games and naturally you should always try to have someone do what they do best, Beth does sandbox action rpgs best, and so as long as they own the Fallout IP, Fallout games will be just that.
Honestly, why should Bethesda change things up in any major way? Very few people are complaining about it and their games keep getting more popular with each new release, and more importantly their games are selling more with each new release. They have literally no reason not to stick with what they know works.

It's either undermining their capabilities to say "this one team can only do this one thing good", or that they are legitly stiff and lack versatility.
And on that note... there are different methods of gameplay design independent from the notion that the game is a "sandbox action RPG".
Financially they probably shouldn't change anything. It's rather riskfree money to milk the same prize cow every time with a more powerful milking machine. But it is telling something about the creative capabilities/willingness, that the same recipe is used for everything be it mudcakes or peasoup.
The perk chart is a specific thing to comment about. This is about the big picture.

I think FO4 will be a great game.
But I'm not going to be a blind white knight. It looks like a modded FO3. Bethesda don't usually do this, the TES games have clear graphical leaps.

Did you miss the comparison shots between 3 and 4? Cuz it looks a hell of a lot better to me.
As someone who has modded the crap out of Fallout 3/NV I can tell you that it looks much better than modded 3/NV, if only because of the much-improved lighting.
Why should a game developer need to be "versatile"? Name a game studio that IS (and is successful at multiple genres).
i'd say looking at Bethesda's sales record and a generally good satisfaction rating from customers, your idea that they should do something different just to say they did something different is a foolish idea, but this is just another OPINION.
My first reaction to your comments about expecting something of a departure from what they have been rather successful at over the past several decades is pretty close to a 180 on the old definition of insanity.... If they did something well 5 times, why go for # 6?
How is Black Isle Studio any different than Bethesda in pretty much designing similar playing games with the same basic format over and over? Is there some Black Isle game that is NOT a top down isometric RPG? Hey, I loved their games, but to hold them up as something superior to Bethesda for making the same type of game repeatedly is hypocritical at the very least.
I'm trying to understand your points but they just don't make much sense... Are you complaining that Fallout 4 will be another Action/Open World RPG or what? Cause going what you are saying, it sounds like that.
The core elements of a game tend to be based around it's genres and Bethesda's Elder Scrolls games, and now Fallout, are Action/Open World RPGs... Ofcourse their core elements will be similar just because of that genre! But that doesn't mean each games plays the same... They all play differently and have their own uniqueness to them.
Also, I don't consider TES and Fallout sandboxes at all. GTA is more of a sandbox than TES and Fallout.
This holds pretty true for me too. I'd rather have recycled FO3 than Skyrim with guns, though.

Not quite. Graphics could certainly be better, but the game isn't (or shouldn't) be about graphics. It ought to be about gameplay and story.

Oh yeah great can you point me to the mod that adds PBR to FO3 & NV? And please don't suggest crappy ENB's they don't look like physical based rendering.
A game that more resembles the core values of the first Fallout; both gameplay and narrative (which are obvious to those who have played the game at length); and build over those. Even if it is first person, even if it is real time, even if it is a sandbox.
It can be summed up like that. But that's not the whole thing. One of the central points is that it is just another Oblivion reiteration.
So far they've all offered the exact same core experience since 2006, despite some slight mechanical alterations here and there.
How do you conclude that?
There's no doubt that a system like that can work well if it is designed well. I just don't see any hints towards that yet.
