Fallout 3 Refuses to allow a new game under Windows 8.1

Hello,

I just bought Fallout 3 GOTY on Steam, and after Running it with, and without mods, even with a bare base game, No DLC, the game refuses to allow me to begin a new game.

Let me explain.

I would start the game, everything would load fine, but as i go to click the 'New' button, and then click 'Yes'...

Nothing.

Nothing happens.

The game is still running. the BGM is still playing. the slides are still going, showing the pre-war pictures. the menu still responds.

It's as if i Clicked No instead. I even clicked no, out of my, at the time, rattled state, to reveal the same instance.

Please help me before i lose my marbles!

My Specs are as Follows:

ASUS K55N-DB51 Laptop Running Windows 8.1

AMD A8 Quad Core Running at 2.40 GHz (Turbo Core Speed)

6 GB DDR3 RAM

The A8 doubles as a IGC (Integrated Graphics Chip, with 512 MB dedicated VRAM.

assuming your specs are equivalent or greater(if you are running windows 8.1) then what the game actually calls for, the game maybe faulty. steam can make mistakes on their products as well as your computer being too advanced for the game itself. Had a similar issue with marrowind and my computer, turns out my graphics card was standard and the game despite being old called for a more costly solution. I'm also going to assume you deleted and redownloaded the game numerous times to no avail. check out some blogs on the subject you may have to go into the coding of windows itself(highly doubtful). Game Rule #1. PC=not for me.

You probably don't have the Shader Support needed to run the game. There is a DLL file at the Nexus that can fool the game into working with what you have, but that only works if you can can't get as far as you do.

I believe it has pixel shader 3.0 support. Along with vertex shader 3.0 support.
Edit:Ok, good to know that it's not allowed.
I can still see the menu after selecting new game-> yes. And it still works.

If you have the shaders, then grab the dll file and see what happens, but even if runs, it will be unstable as your video card does not have enough memory
