It's called combat. VATS is the term given to Fallout 3's turn-based combat, inspired by the system used in the earlier games. However, in Fallout 1 and 2, there's no fancy name for it.

Anyway, no idea what's wrong. Did you put in the latest official and then unofficial patch first?

You haven't, by any chance, picked the 'Finesse' trait for your character, have you?
(just to make sure)

EDIT... whoops... not finesse - I meant fast shot... fast shot trait...

good point rebet, however finesse still allows you to use aimed shot. Perhaps you mean the "fast shot" trait?

yeah, read it's discription:

http://bulbage.com/pics/fallout2/traits/fast_shot.jpg

If you don't want to click the link i'll quote the important part:
You don't have time to aim for a targeted attack, because you attack faster than normal people.

thats why unlike FO3 it's IMPORTANT to read what the various traits and perks do before picking them. ;) Trait's have a good side and a bad side.

I picked that on my first FO1 playthrough. Bad idea. I thought my inability to use an aimed shot was a bug or something. :P

Thats why in FO2 I just pick up the Bonus rate of fire perk later on. you get the -1 AP for ranged weapons but can still aim. Nothing like a double tap to the groin to really bring the pain! :)
