so normally i wanted to get the game from gog.com but decided to get the retail version from the USA, then it's uncut definitely and i could get it for around 10 bucks including shipping.

but my question is if i can patch it like the gog.com version or is only gog.com version working on win7 64 bit?

Steam, GOG and retail will all work on windows 7 64 bit. You can use the FIXT mod from No Mutants Allowed for Fallout 1 and Restoration Project for Fallout 2. They'll both patch the game and get it working and improve the experience as well. I never had an issue with Tactics needing to be patched. I run Windows 7 with 64 bit operating system as well.

Those patches should work in fixing any issues like the psychedelic colors problem. Just make sure to read the guides to installing them properly.
