Fallout 4 running poorly

I purchased Fallout 4 the day it came out but have never been able to play it.

When the game auto-detects my hardware and "sets graphics settings accordingly" it sets it to ultra, but if I try to play on ultra I get an FPS around 23.

my processor is an Intel® Core™ i7-4790K CPU @ 4.00GHz (8 CPUs)

and my graphics card is AMD Radeon ™ R9 380 Series

I'm new to this sort of thing (pc) so if i did something wrong in this post of if more info is needed, just tell me. (just don't yell at me)

Set to High, then go to shadows and God rays and put them to medium. See what you get then.

With that PC how can you know nothing about this sort of thing?

When running around the vault on the settings you suggested it did get to 60 but with very frequent drops to as low as 24.

also i do know about my pc, i meant im not used to posting on PC forums.
