Fallout 3 running "too fast"

Interesting issue. I finally got past all my initial crash issues in Win 7 64bit and got to where I could make my character.

However, the game runs far too fast. Pretty much, when I'm walking Its as if I'm running, and if I'm running I'm pretty much in turbo mode. Everything is sped up. When characters speak dialogue they finish moving their lips/animations long before whatever they were saying is finished, for example. The game is running at a solid 60FPS with everything maxed out, but with the speed its playing it has become unplayable.

Anyone have a fix for this? I tried to google around for a while but was just getting results of people wanted to speed up FO3, not slow it down.

I'm using the Steam version, FWIW.

Specs, for reference:

CPU: Core i5 2500K (Sandy Bridge)
Memory: 4GB
GPU: Nvidia GTX 560 Ti
Sound: Asus Xonar Xense

Nothing is overclocked yet. I though it might have been Turbo Boost overclocking a single core to cause it, so I disabled it but that had no effect.

I appreciate any help.
