I sent my level 45 dweller with all stars above 8 out into the waste land. It has been almost 24 hours since he has gone out and has not collected a single item. Why?

Have you messed with your device's clock? I've read thats what happens if you do.

You'll probably have to call him back and send him out again. Once they bug out, they don't usually fix themselves.

I did mess with the clock but not for sake of this game, is there anyway to make it normal?
