Well... it's about post-nuclear apocalyptica with one guy in a shelter, and one lady on the outside fighting mutants with her dog and having contact with the guy in the shelter through a radio. Such scenarios are not restricted to Fallout, it's a pretty basic concept for apocalyptic stories. There are also too many inconsistencies to be Fallout. But it still reminds alot about it, yeah? We can argue and say the mood is all wrong aswell, the song is too happy and the mutants are too weak, and the dog doesn't even care about anything
