Cos French never made it to the states? It's one voice. Nobody said the country adopted the language. And if you're gonna go on about how he could be speaking it 200 years later then go play Honest Hearts.

Is it spoke predominately here? No. But frankly the point is not whether someone could be speaking French in the Fallout world.
Its the absurdity and hoaky-ness of a french voice when teasing a game which has always been about a retro-futuristic United States. With a heaping helping of 1950s Americana.
"Orleans" is a french name. Many people in New Orleans are leftover descendents from the french occupation before the Louisiana purchase. There are French neighborhoods in New Orleans, but they don't speak mainland french, they speak what some people call "Dirty French" which is a sort of simplified dialect.
I personally think there's more hype to be generated by the ET Dellums tweet than the website.

Fans, those sites came up after the countdown one did, they may be fallout related, but I don't really think it has anything to do with anything right now. If there is an Official site, then it is definitely the countdown site...
It svcks because it's basically like something official wrapped up by two fake sites, making it hard to see the official site as real...
I think the tumblr site is also official. The soundfiles sound like they have a lot of effort put into them.
The Twitter has all sorts of FO related nonsense as well as the tumblr's audio files.

A thought just occurred to me, even if the countdown site is a hoax the hype generated by it might be enough to actually initiate Bethesda to make an official statement on Fallout 4. Assuming it isn't done at the VGAs. Also I have an actual suggestion for Fallout 4: If gambling makes a return please please please let us have an option to exchange all of our caps for chips. It got kind of annoying having to manually go into the menu three times just to get 3000 chips.
