Why not, actually? If there was a gameplay function to support it; say you are a recovering from a paralysis or severe spinal trauma and need to learn to walk again.
The countdown to FALLOUT3's site wasn't really much either,except it did have the "PLEASE STAND BY" slogan above the timer itself,so that does give it a tade more towards the disprovement of the survivor site,but its possible that the PR team thought it out and figured an ARG and something simple could really push the game adverts higher if people werenot sure what it was about,think of it this way:
Site A; Shows off a known FALLOUT slogan/image and a timer(everyone knows its fallout and sure they talk about it,but the hype isn't EXTREMELY HIGH,its predicatable)
Site B: Shows of a logo and a timer, nothing else to say ITS FALLOUT.(HYPE TRAIN shoots off like a bullet,as game sites,message boards,talk shows,magazines,chat rooms,all go into a rave about if its legit or not,if its fallout,if its by BETH or just a hoax)
proff Microsoft's X1 started out as THE WORST NEXT-GEN console everyone agreed upon,but with people complaining and saying THIS IS A MISSTAKE. MS changed the console and it has sold really well,now people are claiming it could be the best one....My Point is MS's PR could have created this whole BUZZ about what they were doing with the console to get the hype train rolling,and when everyone belie ved what was said back in May,they did a 180 and said the fan's have changed there minds.....

Or a Think skill. Minimum Think skill is a required check prior to all other skills. Like, a 10 in Think would be the minimum required for the Eat skill, else your character would try to eat through his nose and therefore starve to death.
A 20 in Think is required to hear actual conversations, otherwise all you can hear from the NPCs is gibberish. A 30 in Think is required to initiate conversation; though a 15 is WAY more than enough Thinking to aim a gun and pull the trigger, like a passive aggressive chimpanzee.

Alternatively, imagine a situation where there were no skills at all, no checks made of any kind, and you couldn't do anything because you lack all possible abilities and functions. You just lay on the ground and your bladder empties itself, but you can't do anything about it nor care because you simply can't.
Most characters would have a bare "animal" minimum of 15 in Think (5 required to Sleep and 10 required to Eat and 15 required to comprehend violence to protect yourself), unless you take a detrimental trait that reduce that minimum number.
It could work, but it really depends on the way the game is designed. You can play through the game like a monkey and stick with 15 in Think; all you need to do is sleep, eat and pick up metal pipes to beat people with it. You don't even need to hear conversation (or more exactly CAN'T) because your character can't comprehend language.
That's more or less a revamped INT stat, just more detailed.

No, I mean you wouldn't be able to function at all; no skills or abilities of any kind. You could just watch as your character, a lifeless hunk of meat, wallows in his own liquids and gets eaten by rats and small lizards.

As an option, yeah. Too low in Think and you might just start the game watching your character slowly starve to death and wallows in his own filth.
That would be a 100 Think, where you can Think so hard you transcend the perception of time and space.

How would you punish the player then? Electroshocks on the controller?
No saving or skipping time, no quitting either, you simply need to wait until the forest creatures find your character and eat him, which could take weeks in real time, or restart your computer. To pass time, the player could generously be granted an option to monitor the moist level of their characters eyeballs; not that anything could be done about it, but at least there'd be a meter to watch.
Or a gun-toting chimpanzee.

Sounds a bit to entertaining at least no meter imo. Simple numbers counting down are enough.
There could be implied interactions in the surroundings that almost beg to be interacted with; that you obviously couldn't interact with since you can't do anything.

No wait... 2 Think is enough to move your eyeballs, and 3 is enough to perceive pain. 4 is needed to scream.
So you can actually move the camera around, while your character is blissfully rolling around in poo, screaming as the coyotes chew on his legs.
