Very, very likely chance it will either be exactly the Creation kit, or an upgrade of it.

Don't be fooled by the current-gens's limitations though. The Creation Kit is a very capable engine.[Skyrim could have had actual naval warfare]

Personally I feel they should just build an engine from scratch and completly stop using gamebryo,on a developer siide it was a pain to use and as a consumer we all know they hell it put us through,but the worse part about it was the way it used the hardware of the consoles.

No one actually knows,still up in the air on what it actually is or could be.

I'm not sure if it'd be believable (nor beneficial) in this setting to have a faction to exist solely for murder. There's so few actually worthwhile victims and so little to gain from such tasks. Rather, if there were groups advanced enough, have a quest branch for certain characterbuilds to dispatch a few key people for the employing groups peace keeping/army force. It could even be an inside job to overthrow some leader types that have politically too unorthodox or too forward looking views that are gaining unwanted popularity over the people.
