I should've put this in the first time but it just hit me. For each race have a unique starting place like the subway system in new york is a Ghoul city and ghouls start there and have its own story just for the ghoul with multiple endings ( that may be too much if it is just have race only quest) also have a way to own your own shop.
For the shop have it a general or specialized store( guns med nukacola general items etc.) Need a high barter skill
General stores: Must find a supplier or supply yourself and can be run out of business of economy of the town is to low for your prices
Specialized stores: Same plus people come to buy from your store for med you have to have a certain skill in medicine to open + barter stuff like that and people come in a sell items and buy items like you do if prices are to high no one buys and you lose money if people dislike you they dont buy from you

New York would've been hit harder than DC.

I am from New York and I would like to see it but done right, New York City would be the biggest pile of rubble in the world, but Kingston on the other hand would be in much better shape (if you are wondering yes, I am from Kingston).

If we hadn't seen DC already, I would disagree, but it didn't look too bad when we saw it. In any other instance, I would expect DC to be a hole since it is the capital.

Chicago will be best in my opinion, it was already mentioned in the story, but Chicago wasn't in any Fallout game yet as location.
So it'll be nice location to visit, it may fit in the storyline. But it's just my opinion. Bethesda got everything in their hands.

Bows, crossbows, possibly slingshots? Obviously most affective on unarmoured foes. You could also craft arrows/bolts?

I know this may seem weird, but what if it wasn't set in a large city? What if, now here me out on this, it was set in like the Great Plains? No central cities really, but instead cities similar to Megaton, made from the materials left from the war. The metals of planes, the infrastructure of huge airplanes or military bases. It doesn't always have to be in a big city.

If it was set in the Great Plains, they could do so much with the idea of American exploration and Native Americans. They could use corn fields and oil wells and small abandoned cities that have been made out to be bigger cities by constant protection. I can imagine the 1950's small-town feel would do perfect with this.

This... is perfect! I love your opinion, exactly like Megaton or Junktown and such. But still I would miss bigger city in there.
I would like some abandoned ruins of big city, and small towns around like you said. That fits Great Plains or Chicago as well.

Here is my idea for a merchant company in the MW (mega-post on first page and link to map in my signature):
The Manerot Trading Company-
Founded in 2203 when the Brotherhood decided they wanted one unified trading company and so forced all caravans in the MW to form a single caravan company. Fifty-two year old Joseph Manerot who had the most reliable caravan since 2181 was chosen to be the leader of this company. He hired workers to make roads out of cement in between every settlement to make travel easier and he came up with the concept of Rest Stops where caravan drivers could rest in luxury for up to three days before going back on the road, and Manerot decided that different types of caravan merchants (gun merchants, water merchants, medical merchants, etc.) were required to travel together with the same amount of guards that they usually had (two to four), this helped make the caravans stronger against raider attacks. By 2209 he had created one of the best caravans in history.

In 2294 things are different. After his death in 2213 the Manerot Trading Company went on decline, some of their Rest Stops were being used as raider bases, they would wait until tired caravan drivers were inside the walls to attack them while others that were rarely being used fell apart, only ones that are near settlements and are frequently being used are still in good working condition. The Manerot Trading Company now only ones about 50% of all trade in the MW (the other 10% is freelance) and are huge rivals with the Far Go Traders. In a long quest line you can help them rise back to greatness and putting the Far Go Traders permanently out of business.

Heres a idea for a new fallout game.It follows the guy from Fallout 3.He goes to Newest York to help someone.Anyway when he gets there.All there is,is gangs fighting over territory.You get in the middle of a crossfire.Boom you get shot & nearly die but a familiar face helps you.Newest York is a no mans land.New Feature should added where you can customize or combine outfits or just get a similar clothes layout like oblivion with clothes.You can take it from there.But that familiar face is your childhood friend from the vault Amata Almodovar.

Give us the option to create an own tab in our pipboy item menu (with selfassigned items), so we dont have to scroll through skillmagazines, drugs, plants, etc to find our usual healing items.

Also it would be nice if there was something we could do after beating the game, something challenging that can be done over and over again (some kind of arena/survival for example)
Its kinda dissapointing to reach lvl 50, get the special lvl 50 perk and nice items upon completing your last dlc, but having nothing to do with the new perk and items.

What are the big time locations? Thats what we need to be thinking about when we ask, "where will fallout 4 take place?"

Tenessee... hardly. There are several states bigger than that they could do. Nashville would be the best thing in Tenessee to do though.

I had an idea for born ghouls, they were caused by irradiating a pregnant woman and it only had a 10% success rate.

With my idea a group called the Radiation (they believe ghouls are the next step in human evolution and that they deserve the wasteland) makes them from their human slaves.
